Added config option "Set vehicle owner to the person who spawned it" which gives the player who spawned it a key (if enabled) and sets them as the owner. Recommended to enable if using spawn limits
Changed damage manipulation so it should work with PVE plugins
Added config options to prevent spawning/building on land
Added chat command "/findboat" which requires the permission "boatcommander.canfind". This will only find boats if keys are enabled and the config option "Set first player with a key as vehicle owner" is set to true
Fixed for Rust update, missed them in the prepatch :p

Updated changed isDying variable
Changed key to car key
Removed reflection usage as everything is exposed now
Don't use GetFuelSystem() since boats don't have the override setup.

After applying this update you may still have some broken boats until the server has been restarted
